The Quote Comparison Problem Every Buyer Faces
You send an RFQ to five Chinese suppliers. Three respond within 24 hours with prices ranging from $8.20/m² to $14.80/m² for what all three describe as “100mm PIR insulated aluminum roofing panels.” That’s an 80% price gap for apparently identical products.
The gap is real—but it’s not random. It comes from spec differences that suppliers don’t always disclose upfront. This guide shows you exactly what to check so you’re comparing on the same basis.
Step 1: Normalize the Core Spec
Before comparing prices, demand a written spec sheet from each supplier and check these six variables:

Step 2: Ask for the Test Reports, Not Just the Specs
Any supplier can write “0.5mm face sheet” on a spec sheet. The evidence is in third-party test reports. Ask each supplier for:
- SGS or Intertek thickness test — confirms actual aluminum thickness matches spec
- PIR density test — confirms foam density (kg/m³)
- Coating adhesion test — cross-cut adhesion per ISO 2409
- Fire classification — FM 4880, EN 13501, or local equivalent
A supplier who can’t provide these within 48 hours either doesn’t have them or the panels don’t pass. Either way, cross them off the list.
Step 3: Build a Like-for-Like Comparison Table
Create a simple spreadsheet. Row = supplier. Columns = each spec variable above, plus price. Only compare the price column after all spec columns are equal.
Example: Supplier A quotes $8.20/m² for 0.4mm face + PE coating. Supplier B quotes $11.50/m² for 0.5mm face + PVDF. The $3.30 gap is mostly spec, not margin. On a 10,000 m² project, that’s $33,000—but Supplier A’s panels will likely need recoating or replacement in 6–8 years while Supplier B’s last 20+.
Step 4: Check Production Capacity and Lead Time
A price is meaningless if the supplier can’t deliver on your timeline. Ask:
- What is your current lead time for a 10,000 m² order?
- Do you have your own continuous-line PIR production or do you outsource the foam core?
- Can you provide a production schedule with milestone dates?
- What’s your monthly production capacity?
Factories with in-house PIR lines have better quality control and shorter lead times (typically 20–30 days production). Factories that buy foam cores from third parties have variable quality and longer lead times (35–50 days).
Step 5: Order a Sample Before Committing to Full Container
For orders above $30,000 FOB, always request a physical sample panel before placing the full order. A legitimate factory will ship 1–2 panels (typically 3m long) by air or courier. Use the sample to verify:
- Actual aluminum thickness with a micrometer
- Foam core density (weight the panel, calculate vs. stated dimensions)
- Coating surface — no pinholes, consistent color, smooth edges
- Panel interlock — test fit if you have the male/female profiles
A supplier who refuses to provide samples, or charges more than $200 for a sample panel, is a red flag.
