SABER Certification for Great Wall Aluminum Roof Panels: Saudi Import Guide

Since 2019, every shipment of insulated aluminum Great Wall roof panels entering Saudi Arabia must be registered in the SABER platform before customs clearance. Importers who skip this step face held containers, demurrage charges, and rejected shipments at Jeddah and Dammam ports. This guide explains exactly how SABER works for Great Wall aluminum panels.

What Is SABER?

SABER is the Saudi electronic conformity platform run by SASO (Saudi Standards, Metrology and Quality Organization). It replaces the old paper Certificate of Conformity with a two-step electronic process: a Product Certificate of Conformity (PCoC) and a Shipment Certificate of Conformity (SCoC).

The Two Certificates You Need

CertificateWhat it coversValidityWho arranges
PCoC (Product)The Great Wall panel product type itself meets Saudi standards1 yearImporter + manufacturer test reports
SCoC (Shipment)This specific shipment matches the registered productPer shipmentImporter, before each container ships

Documents Your Panel Supplier Must Provide

  • Material test reports: aluminum alloy grade (3003/3004 H24), PIR core density (≥42 kg/m³), thermal conductivity (λ = 0.022 W/mK)
  • Fire classification report where required
  • Technical data sheet for the Great Wall panel profile
  • Commercial invoice and packing list matching the SCoC

A capable Great Wall aluminum panel manufacturer will have these reports ready from accredited labs (SGS, Intertek, TUV). If a supplier cannot produce them, they are not experienced in Saudi exports and your SABER registration will stall.

Cost and Timeline

StepTypical cost (SAR)Time
PCoC (first registration)1,000 – 3,0003 – 10 working days
SCoC (per shipment)300 – 8001 – 3 working days

The PCoC is the slow part the first time. Once your Great Wall panel product is registered, repeat shipments only need the fast per-shipment SCoC. Plan 2-4 weeks lead time for a first-time SABER registration so it does not delay production.

Common Mistakes

  • Registering SCoC after the container has shipped – it must be done before
  • Invoice values not matching the SCoC declaration
  • Using a supplier whose test reports are not from a SASO-accepted lab
  • Assuming GCC neighbours need SABER – only Saudi Arabia does; UAE/Qatar/Kuwait do not
