Gulf Facade Fire Compliance: What ACP Must Meet for Dubai, Saudi and Qatar Civil Defence

For a facade in the Gulf, ACP and cladding must be fire-rated to the local civil-defence rules — in practice an FR or A2 core, tested to EN 13501-1 (Euroclass) or NFPA 285, with a certificate tied to the exact panel. Dubai Civil Defence, Abu Dhabi and Saudi SASO/SABER have tightened facade fire rules since the tower fires of the last decade. What “compliant” means here

Compliance is two things: the right fire class for the building height and use, and a valid test certificate for the specific product. Gulf authorities increasingly require A2-s1,d0 (limited-combustible) core on high-rise facades, and at minimum an FR core elsewhere. A brochure claim is not a certificate — you need the EN 13501-1 or NFPA 285 report matching the panel you install.

The tests and classes buyers ask for

Two systems appear: European EN 13501-1 (Euroclass A1, A2, B, C…), and American NFPA 285 (a full wall-assembly burn). Gulf approvals reference both depending on the authority and project. A2-s1,d0 is the safe target for tall facades; FR (typically Euroclass B) for lower-risk. Confirm which the project’s consultant and civil defence require before ordering.

Why PE-core ACP fails here

PE-core ACP has a combustible polyethylene core that spreads flame vertically — the mechanism behind several facade fires. Gulf civil defence approvals now screen for it. Buying cheap PE to win a bid and then failing approval costs far more than the FR premium. On any occupied Gulf building, PE is not an option.

The documents to keep on file

For each project keep: the EN 13501-1 and/or NFPA 285 report, the manufacturer’s declaration matching batch and core, the coating certificate (PVDF), and the mill/coil traceability. When civil defence or the consultant audits the facade, these are what they ask for — and what protects you if there is ever a claim.
