Saudi Arabia’s SABER conformity assessment system has been mandatory for building products since 2019. Aluminum insulated roof panels fall under SASO technical regulation, meaning every shipment needs a Product Certificate and a Shipment Certificate before it can clear Saudi customs. Here’s what that process actually looks like.
What SABER requires
Two documents per shipment: a Product Certificate (PC) and a Shipment Certificate (SC). The PC is issued once per product model and is valid for 12 months — if you’re importing the same panel specification repeatedly, you get the PC once and reuse it. The SC is issued per shipment and verifies that the specific consignment conforms to the certified product.
The Product Certificate requires a technical file including: product specifications, test reports from an accredited lab, manufacturing process documentation, and a factory audit (for some product categories). For aluminum roof panels, the test report needs to cover at minimum: mechanical properties, thermal performance, and fire classification. The fire test is the one that most commonly causes delays — see below.
Which labs are accepted
SABER requires testing from ILAC-MRA signatory accredited laboratories. In China, this includes SGS, Intertek, Bureau Veritas, and TÜV SÜD — all have Chinese facilities with ILAC accreditation for the relevant test standards. Labs that are accredited in China but not under ILAC-MRA are not accepted, regardless of how authoritative they look on paper.
For the fire test specifically: Saudi SASO has mapped its own fire classification standard (SASO 1470) to BS 476 and EN 13501-1 classifications. A BS 476 Part 7 Class 1 certificate from an ILAC-accredited lab is generally accepted. A GB 8624 B1 certificate from a Chinese lab without ILAC recognition is not.
This catches a lot of buyers off guard. The Chinese factory’s fire certificate looks official — it has a lab logo, a test number, a classification result. But if the lab isn’t ILAC-MRA accredited and the standard isn’t SASO-mapped, the certificate won’t satisfy SABER reviewers.
Timeline and cost
If all documentation is in order: Product Certificate issuance takes 15–30 working days from submission. Shipment Certificate typically 3–5 working days per shipment once the PC exists. If testing is needed from scratch (no existing ILAC lab reports): add 30–45 days for thermal and mechanical testing, 45–60 days for fire testing (the SBI test under EN 13501-1 has longer lead times).
Budget approximately USD 2,000–4,000 for initial Product Certification (lab fees, SABER registration fees, conformity body fees). Per-shipment certificates are lower — typically USD 200–500 depending on the Conformity Assessment Body (CAB) you use. Costs vary by CAB; shopping around is reasonable.
Practical advice for first-time Saudi importers
Work with a supplier who already has SABER certification for the panel specification you’re importing. The certification is product-specific — if the factory already has a Product Certificate for 75mm PIR PVDF panels in white, your shipment of those panels can use the existing PC. You only pay for the per-shipment SC. This is how most experienced Saudi importers handle it. Sourcing from a factory that has never exported to Saudi before means you’re financing their first certification — factor that into your cost and timeline expectations.
One more thing: SABER registration is done online through the SASO portal. The importer (or their clearing agent) registers the product and uploads the technical file. The conformity body reviews and issues certificates. If you’re using a freight forwarder in Saudi Arabia, they can often recommend an approved CAB and manage the SABER registration as part of their service. For first shipments, this is worth the added cost.
